Restrictions on takeoff/landing at night are introduced due to the proximity of settlements. In the summer of 2017, a federal law was passed that obligated airports to establish seven subzones with varying degrees of restrictions on use on their aerodrome territories (lands within a radius of 30 km). In the first, the toughest, it is possible to build only facilities to ensure air traffic, in the seventh, limited development is possible if the level of aircraft noise exceeds the permissible level and is harmful to health. For the fact that land and real estate are restricted in use, the airport must pay compensation to their owners. In the fall of 2018, the International Airports Association reported that there were no civil aviation airports in Russia where an aerodrome area would be established. The main reason is that the procedure for calculating compensation for damage due to restrictions on the use of land and real estate has not been determined.

It was previously planned that the launch of runway-3 will allow the airport to increase the number of takeoff and landing operations from 55 to 90 per hour. However, due to restrictions being introduced at night, the number of malware will be less than estimated.

The third runway at Sheremetyevo has been under construction since 2009. Initially, it was planned to put it into operation by the beginning of the 2018 FIFA World Cup.

Alexander Neradko noted that the contractor of the project, LLC Transstroymekhanizatsiya, having started construction only six months ago, set a high pace of work, which, if maintained, will allow the introduction of the third lane for the 2018 World Cup.

    The meeting participants discussed issues related to the implementation of the project at the current stage. Representatives of Transstroymekhanizatsiya LLC informed about the construction and installation works carried out since the beginning of the year, and also announced the company's readiness to significantly expand their front. All the necessary conditions have been created for this: there is the required amount of human resources, construction equipment and materials. However, the increase in construction volumes is complicated by the fact that traffic along the Perepechinskoye Highway has not yet been closed, which, in fact, crosses the future runway and taxiways leading to the existing airfield in half. For the speedy deployment of large-scale production work, the highway should be partially decommissioned in the very near future. This issue will be resolved at joint meetings of all interested parties during the current month.
