Resort tax in the Republic of Crimea

Please note that an amendment has been made to the law on the transfer of the resort tax on the territory of the Republic of Crimea to May 2020.

In connection with the adoption of the Federal Law of July 29, 2017 No. 214-FZ "On conducting an experiment on the development of resort infrastructure in the Republic of Crimea, Altai Territory, Krasnodar Territory and Stavropol Territory»And the Law of the Republic of Crimea of November 30, 2017 No. 435-ЗРК / 2017" On the introduction of a resort tax "at a number of resorts in the region from May 1, 2020 to December 31, 2022, a resort tax is charged.
Resort tax payers: individuals who have reached the age of 18 and plan to stay in accommodation facilities for more than 24 hours.
The amount of the resort tax for one day of actual residence of the payer of the resort tax at the accommodation facility is 10 rubles per person.

The territory of the experiment includes the territories of the following municipalities of the Republic of Crimea:

urban district of Alushta;
urban district Sudak;
urban district of Feodosia;
Yalta urban district;

The amount of the resort tax payable is calculated as the product of the number of days the payer of the resort tax actually stayed at the accommodation facility, excluding the day of arrival, and the established resort tax amount. However, the amount of the resort tax to be paid is not included in the price of the stay.

The following are exempt from payment of the resort tax:

persons awarded the title of Hero Soviet Union, Hero of the Russian Federation or who are full holders of the Order of Glory;
persons awarded the title of Hero of Socialist Labor or Hero of Labor of the Russian Federation or awarded the Order of Labor Glory of three degrees;
participants in the Great Patriotic War;
combat veterans from among the persons specified in subparagraphs 1 - 4 of paragraph 1 of article 3 of the Federal Law of January 12, 1995 No. 5-FZ "On Veterans";
persons awarded with the sign "Resident of the besieged Leningrad";
persons who worked during the Great Patriotic War at the objects of air defense, local air defense, at the construction of defensive structures, naval bases, airfields and other military facilities within the rear borders of operating fronts, operational zones of operating fleets, on the front-line sectors of iron and highways, as well as members of the crews of ships of the transport fleet, interned at the beginning of the Great Patriotic War in the ports of other states;
war invalids;
family members of the fallen (deceased) war invalids, participants in the Great Patriotic War and war veterans, family members of those who died in the Great Patriotic War persons from among the personnel of self-defense groups of the object and emergency teams of the local air defense, as well as family members of the deceased workers of hospitals and hospitals in the city of Leningrad;
persons exposed to radiation as a result of the disaster at the Chernobyl nuclear power plant, as well as as a result of nuclear tests at the Semipalatinsk test site, and persons equated to them;
disabled people of I and II groups;
persons accompanying disabled persons of group I and disabled children in accordance with the Federal Law of July 17, 1999 No. 178-FZ "On State Social Assistance";
low-income families, low-income citizens living alone and other categories of citizens provided for by the Federal Law of July 17, 1999 No. 178-FZ "On State Social Assistance", which have an average per capita income below the subsistence level established at their place of residence in the corresponding constituent entity of the Russian Federation ;
persons who arrived on the territory of the experiment in order to obtain specialized, including high-tech, medical care or medical rehabilitation after the provision of specialized, including high-tech, medical care in the conditions of sanatorium-resort organizations, as well as an accompanying person if the patient is a child under the age of 18;
patients with tuberculosis;
persons under the age of 24 studying full-time in educational institutions located on the territory of the experiment;
persons permanently working on the territory of the experiment on the basis of an employment contract or service contract;
persons with a place of residence on the territory of the experiment;
persons who own dwelling houses (shares in the right of ownership to them) and (or) living quarters (shares in the right of ownership to them) on the territory of the experiment;
athletes, coaches, sports judges, as well as other specialists in the field of physical culture and sports who arrived to participate in official sports events on the territory of the experiment.
persons referred for treatment under compulsory medical or social insurance;
persons who have a place of residence (registration) on the territory of the Republic of Crimea.

Exemption from payment of resort tax is carried out upon presentation to the operator of the resort tax (hotels, resorts, boarding houses, etc.) of the original document confirming the right to be exempt from payment of the resort tax, or a copy thereof, certified in accordance with the established procedure. Exemption from payment of the resort tax for persons accompanying disabled persons of group I and disabled children may also be carried out on the basis of a written application of the accompanying person or his legal representative.
